I went through the same BS at the beginning of the year. The only GOOD advice I can impart is to either keep calling relentlessly and request a manager (or the manager's manager... however high up you can manage!), or simply show up in person and make a stink! I suspect you're still trying to contact your sales rep and they seem to be lackadaisical at best, getting back to you once you've signed a contract! Unfortunately, due to either gross mismanagement, or sheer incompetence, things at this dealership remains a SNAFU (Situation Normal; All Fouled Up).

Just bought a car there and had no issues. I would suggest speaking with the financing manager and ensure that the details like contact phone number etc. are in order... good luck! We financed through Hyundai Motor Finance and it was super straightforward.
