There are no boat rentals here, it's just the town boat launch and a small park. I would also caution anyone using a small craft in the piscataqua river, it has an extremely strong and dangerous current.
I don't think there is anything available for rent there but if you rented elsewhere you could launch there, be aware of very strong current. Pierce Island in portsmouth is probably a better place for launching.
