If I go to a Lightning game, and get there early, will parking most likely be available? Are there handicapped spaces?

I've been to some games where the garage was for parking passes only, even very early before the game. Parking passes for the garage can be purchased ahead of time online. I always buy them beforehand to avoid the risk. And yes, there are handicapped spots on each level.
