Get one from the parks department, or buy a boat, and keep it at the marina/ mooring field.
You don't, first come, first served parking
Go to parks and recreation web site for the park you want and they can help. Must do it quick lots of other people thinking same thing.
The parking it's free all time.
Unless they have changed things for this year .. it had always been 1st come .. 1st served. There is large areas sectioned off for marina boat owners and valet .. so there is not much parking to start with. There is parking along Palm and in Palm Street Garage which is two blocks over from the park .. but again is filled up pretty quickly as you get towards evening events ..

I've never heard of parking permits at Bayfront. But, things may have changed.
I don't think they have parking permits. First come first serve. People get there early enough to get a good spot
