To be issued a free library card with full privileges, you need to be a Charlotte County resident, own property in Charlotte County, have at least a six month lease, or work in Charlotte County. If you do not fall into any of these categories, Non-resident cards may be purchased: 3 months- $10, 6 months - $20, 12 months- $35.

To get a free card, yes! But you can purchase a non resident card. $10 for three months.
