It would help a lot to get evidence, or else its pretty much your word against his and his word will always win unless you have video/audio evidence of the officer in the act of being Abusive or Rogue. Im not saying I doubt you. But if you got some solid evidence, presentable in court, then you have a way better chance. I had a friend that tried a complaint on an officer but it was thrown out for lack of evidence.
Youtube. Twitter. Facebook. Write letters to the paper. Call the station and make a formal complaint for sure. Get them in trouble.
Can you define Rouge? What did the Officer do? Did you get a ticket or something?
Talk to the senior lead officer or go aa high as you can. Your councilmember maybe also help you.
It's called Internal Affairs, but you must have some type of evidence. Or you could get a lawyer. If you can't afford one try pro bono, but I'm sure you'll find hesitant bunch when it comes to the police force.
