A homeowner can almost always hold an unrestricted open house. Some homeowner associations have rules so check on that. An unlicensed person other than the homeowner should not answer any real estate related questions, however, as that could get either the homeowner or their licensed representative in legal hot water
Yes, a homeowner can hold an open house, but if you are a license Realtor you must disclose. I agree with the above response on HOA, some are flexible, while others are very strict. I recommend speaking with someone on the HOA Board. I hope this helps.

In order to hold an open house and have it listed on the MLS (Multiple Listing Service) you need to be a MLS user. FSBOs can hold their open house but it would not be listed on the MLS.
