If I remember correctly there are three Tiers A, B and C. Tier A has the least options and costs $13.99, Tier B has more options and costs $17.99 and Tier C has more fancy options and costs $21.99. Both Tier B and C include the drink. I would go for Tier B as Tier C has things I would not want anyways. If you want water Tier A is also good it has less things to choose from but it has the most basic stuff anyways. If you go in a group everyone has to get the same Tier.
Cheapest all you can eat starts at $15 with limited meat selection...i think $25 gets youu all meat selection and seafood
