Because of supply and demand Costco doesn't know when they're getting paper products and things like Clorox wipes until it arrives. By the time you call and get there they will be out.
Your best bet it 45 min prior to open there is limit to 1 per card
Find out when they get their paper product shipment. On that day go when they open
It's best to arrive at store opening, however, I recommend calling first to find out if they've received any shipments. Mid day to end of day, items get depleted.
That's depends on stock... I really don't know...
