Publicly, i don't believe so. The only real ways to get on the ice would be from either locker room, which frankly is usually off limits, or from where the Zamboni enters. To get down there requires certain passes or an escort which is why I said "publicly".
When the hockey games are over your not allowed to go on ice. Only special events
