I think so - at least, I've seen other people doing it. I would check with the visitor's center just to be sure, though.

Legally your in a class D airspace I believe, so even if they do allow you in the park. You are supposed to obtain permission from the local air control tower.
Actually, I don't think they are allowed aa they would disrupt the wildlife. This is more of a preserve, not a park.
