1. Approaching people on the beach to phograph them would be totally inappropriate. 2. Photographing people without explicit permission would be even worst. and 3. Planning a professional photo shoot there would be disruptive to everyone who just wants to chill AND it would certainly border on the first two problems above. That's why the Lifegards are authorized to take and break all cameras found during the strip search at the gate of entry.
