It's open. There aren't any Gates. I don't know what would stop someone from going after sunset. There are street lights. I don't know about park lights. Plenty of parking on the street. Parking is free after 6pm

Around 6am to 8pm..parking areas outside the park..yes park has lights at night..nice place
