Douglas County Park Department have said you can but you got to do It a season ahead. So they can notify the public about it being used as a reservation on the certain day.
Not sure, its for everyone's enjoyment so I know you can't reserve the pad itself.
You'd have to call the parks department to see if you can reserve the benches under the covers area. As for the park itself your never gonna get the place to your self. Its open to the public.
It's not a business, it's a splash pad that is open to the public...you cant reserve it as far as I know but you could check with the Douglas county parks dept to find out for sure.
Businesses? This is owned by the city. You'd have to call the Parks department to see about reserving it for a party
