No, you do not. Not sure where Christopher Winkler is getting his information. But you do not need a license to register a car. You do however need an Virginia ID card OR you must provide proof of VA residency. You will want to look on DMV's website to see what they accept the proof of residency as this is something that can change.

Yes, you need to fill out a form that requires your license or permit number, plus the car needs to be insured to register it.
