Will we ticketed by police for overdue registrations even though the DMV places us in this situation and can't get it resolved before the decals expire?

Keith, I'm the one who posted this question. My wife died this past December and the last week of September the DMV sent me a notice that before my registration expired in October I couldn't renew it without changing the title to my name although I'm the primary owner. No appointments were available until December so my only option was to mail it in. Of course, its taking forever and a day and all I have is the notice letter the DMV sent me to show any police officer. This is a typical Catch-22 and salt rubbed into reopened old wounds!
