Claudia Desir if it's a NY learner's permit you will need to get a VA drivers manual from the DMV, study it and take the VA permit test, if it's a NY drivers license you just need to bring your proof of VA residency and proof transfer it.
Go online to DMVNOW.com. All of the instructions and forms are there for Virginia.
I do not work at DMV you might have to start over but it's very easy and the lines are small good luck
