Royal Gardens Apt in Concord has given Real Mitchel Towing random authority to impound cars with expired state tags. Even tags inside the grace period. Do they have policing authority to do this? Mitchel is harassing New Americans.

It really depends on the lease and established defined policy. Impounded might be the wrong term. The tow company has a right to tow if contracted by the company. They also have a right to collect fees. The hard part is the fees can quickly add it up! The tow itself and daily storage fee. It can be a vicious cycle for economically challenged.

Thank you , very helpful..... The person had registered the car. But because it was the weekend, had to wait until Monday. Does a private business have the right to impound a car on the bases of what would be something the traffic police would seem to have discretion to do?
