You can do a day pass or an annual pass without any title or bill of sale all you need is the VIN of whatever you are riding
Can't say that they check the VIN number but when I went there with my brother he had a Bill ofsales receipt of the quad and we didn't have any problems going in. I hope it helps.
No title needed, just the vin number. Don't even have to show them the bike or proof of ownership
