Taking the ferry to Norfolk today. I hear street parking is free in downtown Portsmouth on the weekends. Is this true? Where are the best and safest places to park?

I'd park in the garages as it's free. Some street parking is 2 hours only. The garages near the ferry are safe enough. Never had an issue there
