I have seen others enjoy a picnic together. Not sure if it's been 8 or more people, but if you are all together, I cannot forsee it being a problem. There are plenty of open grassy areas to enjoy a meal together and even social distance, if needed. :) Bon Appétit!
I have seen people bring in some food and eat. I didn't sny see picnic tables. Call them for clarification.
The rule is, there is no food in the garden. I think what they mean by that, is no picnics in the smaller trails, but I think you can eat on the grassy area where you first walk in.
