Why can the TSA open checked luggage without the person present. Twice I have had my luggage opened by removing the lock and had my clean pressed clothes just thrown back in the suitcase. I had nothing in my cases which they would deem unfit.

Because these are administrative searches. When you purchase a flight one might not always read the fine print. It is published on the TSA website also. It is more of an inconvenience than a violation. Administrative searches are those that you are subjected to “IF” you want to fly. If you don’t want your bag checked to can use another form of transportation.
