You can go down to the water and fishing is not prohibited. You could do it off the rocks and some of the fish is not recommended to consume like crocker . Otherwise you can . Most people go fishing to Portuguese Bend area it's two miles East from the Pelican Cove. Much easier access to the water and sand beach.
You can't anymore. Used to be called fishing access. California state website says its new marine conservation area. Coast is super rocky and hard to walk and some sewer or waste drain between pelican cove and terranea resort exists there. Saw a family of fisherman sneak in from the resort side on Memorial day weekend when resort staff were sparse. Dont think they caught anything. Marina del rey cabrillo beach seems like the new spot or jetty. The more north u go and colder the water better the fish. Long beach san pedro and hermosa all have sewer pipes. I wouldn't eat anything you catch. But if u wanna just fish hermosa pier is decent
