I don't actually know if the VA outpatient clinic issues ID cards. But things are constantly change on base. I would reccomend you contact the VA clinic first to ask them your question. What I do know is aquiring for an ID card is located at a different location on base. So, if you stop at the information desk, before entering the base, they can better direct you from there.
