Animal Rescue and Control will not come to take the cats unless they are already confined. There are services you can hire who can trap them for you, or you can rent traps from the SPCA to catch them yourself. At which point, you may call ARC or bring the cats to 12 Airport Boulevard in San Mateo.
Call them and they should be able to help or at the very least direct you to the people who can help you
