Man same exact thing happend to me. I just recived my I'd in the mail after 6 month. But I had to go in and pay a second time because my application expired like you said and I was made to pay again. I can not belive that the dmv can consistantly get away with this.
This is not an answer but more of me just sharing my experience. I went in Dec 2016 to get my Cali ID. It never came so I went back mid 2017 to find out why. I was made to pay again because "the original submission had expired". Yes they took my money again and still no ID arrived. I called in after 6 months and was told it should be on its way. Coming up to 2019, I've made peace with the fact I'm going to get a Cali ID in this lifetime.
