They probably would install your chains if there was enough snow on the roadway. Running chains for an extended period, especially on roads with little snow could cause the chains to fail damaging the wheel wells, or worse! I would tend to agree with Mr. Dundon.
Yes, but better to get dedicated winter tires, you won't need chains.
