No you can go in and use one of the many desks scattered around the library. You can connect to the wifi with out a library card but if you need to use one of the computers you will need to get a library card .
No you dont need to pay anything. You need a library card to connect to the internet though. A card can be made at the library for free with a photo id and address proof.
