You can hike along the San Gabriel River at 100 N Old San Gabriel Canyon Road, but getting in the water is dangerous and not allowed at this location because the dam just upstream releases flows year-round. For water recreation on the San Gabriel River you will need to take SR-39 further north into the Angeles National Forest/San Gabriel Mountains National Monument, for instance at the Oaks Picnic Area. There are areas where you can park right next to water access points there.
Go up Azusa avenue. Then less than a mile after Sierra Madre you will turn right on Old San Gabriel Canyon Road. The Wilderness Park essientially starts there in a big old parking lot shortly after you turn. The river will be on the left in that parking lot.
