I would venture to say they seem privately owned, and may keep their own hours. Because I've been there and seen one open while another is not.
The galleries of the Spring Arts Collective are separate businesses from the Last Bookstore and each has its own hours which are subject to change each week. Artists don't like to be on a set schedule, unfortunately!
