No you don't have to be with a resident to visit the park...its open to the public because it's not part of the apartments...
You are supposed to visit the park with neighbors who live in the area, but how are they going to tell if you live there or not?
It nice and quiet peaceful and beautiful.
U can't use the ones which are private
