Yes and no. It is first come first serve and they have a map for where you can park. It gets full rather quickly and in years past customers have been unable to park so the management has imposed limits. They also had parking passes last year that did not guarantee a saved space but one needed in their RV with a map of available parking.
Yes, at least I've seen plenty of people do it. If you're staying in town for the WSU game, they also offer an abundance of parking all over campus
