That is a authorization charge from your bank if you run your card at the pump. If you don’t want to see that to happen. Prepay at the register at the kiosk and the funds will be taken immediately not the standard charge that will take up to 3 days to clear and post.
This is not a normal procedure. From what Fred M. said it's your bank putting a hold on the extra funds.
It should go away when the correct amount get posted.
