$5 boat ramp, can you launch a boat with small motor and use only electric troll motor only and not gas powered motor?

I have a small boat and never paid to launch it. There is only one ramp which is on Starvation Lake. No gas motors allowed. I love that because it eliminates oil and gas in the water and also jerks speeding around when you are fishing or canoeing.
