Costumes are only allowed if the guest is under 14 unless you come during the Mickeys Halloween parties but those are separate ticketed events. Depending on the size of the Keyblade it may be seen as a replica weapon which are not allowed on property. The resort is downtown disney california adventure and Disneyland. Costumes are not allowed on adults. You will be sent back by security.
The resort desk should have info on both questions. Policies constantly change so call the resort customer service to get accurate info.
As far as I know you have to be 14 or under to dress up at Disneyland. The plastic keyblades should be fine. Resort is separate from Disneyland.
