Yrs, mickey is all over the park. He appears regularly on buena vista dr in adventureland, and on main street in disneyland. I have also seen him in toon town in disneyland and grizzly park in adventureland. Download the Disneyland app and you can click a search for characters and find where any one character is located and what times the meet and greets are.
Toon town is the way to go and you go through his house and he is at the end we didn't realize that and found it by mistake but it was the greatest ops we made lol
Toon town is your best option. Go to his house during his meet and greet!

Yes, Mickey in normally in the front at opening time as I have seen him there on quite a few occasions. You need to be quick if you want a photo as many people will run to him in order to get their photo with him. Don't worry he normally will take a photo with everyone waiting. Go Mickey 💎💎💎
There are several Mickeys aroumd the park but his house is in Toon Town and has scheduled hours if the meeting is a priority.
