The humane society is not a shelter, they only do medical
If thru are hanging around, someone on either side of you are feeding the stray/feral cats or they actually belong to a neighbor. I'm not sure if they are taking animals, in case of it being a disturbance for you, you can call animal control, they take them to a shelter.
