If it is a drivers license that you are referring to, I think the answer is no you cannot transfer another states drivers license to California. The main reason being; many of the driving laws and rules of the road differ from state to state. Therefore, it will probably be necessary to take and pass the California state driving tests, both written and behind the wheel, in order to have legal driving privileges in this state.
