For the reduced fee, I'm thinking you must have a voucher? I know Salvation Army has the vouchers for reduced ids.

Currently, CA DMV charges a fee of $30.00 per regular ID card. No fee for senior citzens 62 years or older. If eligible, reduced fee, original, ID cards are $8.00 each.
