Yes. You dont need an appointment for a written test. Same for people applying for the AB-60 license. Here is a Link from the official dmv site where you can fill out an id or driver license application. (Same link for AB-60) https://www.dmv.ca.gov/portal/dmv/detail/forms/dl/dl44 This is the same process they are using inside the DMV office. They put you on a computer to fill out this same application
