You have to either live in the city of Cerritos or you have to work there. If neither, you can pay $100 as an annual fee.
You can also get a library card by providing proof that you are currently a student in Cerritos. For example, enrolled in the current Cerritos College semester. Requires proof of enrollment and proof of residence (residence does not have to be in Cerritos), ie. a utility bill.
Or go to school in the ABCUSD, or own property in Cerritos.
