They do have individual rooms you can reserve, but the last time I checked they were doing maintenance on them! Best to call, before going to save a trip!
Try to book one of the rooms if you really want to talk. Otherwise it's like any other Library
There are large tables upstairs where groups might meet to do homework. Normal conversation is allowed but loud shouting or horseplay are not
