No this is a free park. I park here to attend events downtown to avoid those parking fees and its good in the summertime for kids and adults. They do concerts on the pavilion and there's a water park for kids.

No Free To The Public Or Less They Have An Event

The park is free unless you are attending a specific event that you need to pay for. For example, normal visits and Jazz on the Cumberland are free, but an event like SuperCoolFunFest required a ticket for entry.
