If the "young adult" is there to caregive for the elder and that is their mother/immediate family member, yes they are allowed. Your membership handbook you sign states this

Allegedly the new owners new rules will allow a old enough tenant / owner to have a younger person as a roommate / second tenant. however the new owner keeps telling us conflicting information, the new rules publication is late and nothing is solid
