The best way to start the process is to physically come down to the campus around 9am M through F and ask to meet with an intake counselor. You may not get in right away. If you don't, there is a safe place with food and shelter available while you wait, half a mile away referred to as "The Tent.". Be patient and you will be taken care of.

Soma has it right. Go down there. Also, though, go to the VA in Mission Valley and visit the Homeless Veterans Outreach. Ask to talk to somebody there. Tell them you're willing to wait all day and camp out overnight if necessary. A third option is to go to VAMC in La Jolla to 2 North and tell them you want to get into their detox.
