The water falls are located within the RV campground, and there are no horse trails through that park. But the horse campground is just across the highway, next to the beginning of the falls, and you can hear and see parts of it from the campground. You could actually ride horse on the short gravel road on the north side of the falls to the DNR boat access, but there would be vehicle traffic possible.
Not by the falls but you can walk there horses not allowed from what we saw
