Gotta be 18 yrs old for a tattoo. It's illegal for a tattooist to tattoo a minor in washington. Check with what oregon and Idaho state law is and maybe you can do it there.
Almost positive she has to be 18. Even with parent permission.
I believe they have to be 18 and older, don't think they'll tattoo a 16 year old as they think she might regret it when she gets older
