Yes. You are supposed to pay when not washing your car, but I have never seen them charge anyone. They are on during business hours, and no time limit.
The vacuums are free "for customers". I've gotten my car washed but didn't have time to vacuum so i went back later in the week. The attendant said it was no problem.
