Can I bring in a cat that has been abandoned? I already have rescued three. There is actually 3 altogether but this one the owner just moved away and left an adorable cat outside and she is starving

Yes you can .. do it quickly before it gets really sick ... they will take care of her and then adopt her out .. they are wonderful! !
