Can anyone tell me what is the law on smoking marijuana in public. I have a young couple that gets high everyday in their car. Called police a few times, however by the time they show up the couples have gone home.

It's illegal to smoke in Public, like drinking alcohol. Driving under the influence of marijuana, consuming pot in public, and Purchasing or consuming recreational cannabis by someone under the age of 21 are all illegal. However the police may consider your call low priority if they have other emergencies to attend to at the time of your call. You could scare them off by letting them know you'll call the cops and report their license plate, that will deter them from your neighborhood.
